Wells Fargo, Arm and Intuit Object to Tokenized Shares on OKX-ICE Venue, Taking Total to 22
Published October 24, 2026, 10:45 AM PKT. Based on Reuters reporting by Hannah Lang on October 23, 2026 on a regulatory document reviewed by Reuters (primary source), and reporting by Unchained, Finimize and SKN (secondary sources). This is a follow-up to MABOnChain articles on October 18, 2026, when nine issuers had objected, and on October 20, 2026, when the total reached 16.
Six more companies, including Wells Fargo, Arm Holdings and Intuit, will not allow their shares to be tokenized on OKXICE, the joint trading platform backed by crypto exchange OKX and Intercontinental Exchange (ICE), according to a regulatory document reviewed by Reuters on October 23, 2026. The new objections, which Reuters said had not previously been reported, take the total number of objecting companies to 22, out of the 63 stocks OKX and ICE had planned to tokenize through the venture. The document outlines the rules of the OKXICE venture and lists which companies have objected, according to Reuters, but it does not say why the companies objected. Reuters named three of the six latest objectors, Wells Fargo, Arm Holdings and Intuit, and did not name the other three. A spokesperson for Arm did not immediately provide comment to Reuters, while spokespeople for Wells Fargo and Intuit declined to comment.
From nine to 22 in eight days
The count has more than doubled in eight days. The venue's October 15, 2026 notice named nine objectors, among them Broadcom, Verizon and UnitedHealth, according to Unchained. Its October 19, 2026 notice raised the count to 16, adding Goldman Sachs, Microsoft, Qualcomm, Caterpillar, McDonald's, Western Digital and Alphabet, according to Unchained. The October 23 document reviewed by Reuters adds six more, taking the total to 22. Sixteen of the 22 companies are listed on Nasdaq, according to Reuters, and the others are listed on the New York Stock Exchange, which ICE owns. At 22 out of 63 planned stocks, more than a third of the venture's planned menu is now off the table before trading has begun, and OKXICE has not announced a launch date, according to Unchained.
The SEC innovation exemption and the issuer veto
OKXICE is set up under a five-year exemption the SEC issued on September 17, 2026, which lets qualifying tokenized stock platforms operate without being treated as an exchange, according to Unchained. OKX and ICE filed with the SEC earlier in October 2026 to launch tokenized stocks under the agency's new innovation exemption, according to Reuters. Under the exemption, a platform must notify a company before listing a tokenized version of its stock, and it cannot proceed if the issuer objects, according to Reuters. Before a venue lists a token of a company's shares that the company did not create itself, it has to send that company written notice and wait at least 30 calendar days, according to Unchained, and a written objection inside that window keeps the token from trading, with the venue then given five business days to disclose the objection in a revised public notice. The venue plans to run permissioned Uniswap v4 pools on XLayer, pairing the stock tokens with stablecoins, with trading limited to wallets holding a soulbound token it issues, according to Unchained.
Nasdaq warns on fragmented liquidity
The objections land against a split inside the traditional exchange industry itself. Nasdaq has teamed up with Payward, the parent of crypto exchange Kraken, to launch its own tokenized stock platform next year, according to Reuters. At the same time, Nasdaq says it welcomes tokenization in principle but has said such products should be subject to the existing set of rules and investor protections, according to Reuters. It has warned that if improperly regulated, tokenization could fragment liquidity and undermine price discovery, according to Reuters, and in a September 2026 FAQ it warned that, given the risks, issuers must be cautious about their participation. A Nasdaq spokesperson pointed Reuters to that FAQ. Speaking to reporters in the week of October 20, Andrew Cuomo, co-chairman of the OKXICE joint venture, said that given how revolutionary tokenization could be, it was natural for companies to take a wait and see approach, according to CoinDesk reporting cited by Reuters.
What the objections do and do not settle
An objection under the exemption is narrow in what it decides. It keeps one company's tokenized shares off one venue, OKXICE, and it is not evidence that the company opposes every application of tokenization, as SKN noted in its own analysis of the Wells Fargo objection. Under the SEC exemption, tokenized stocks must confer the same rights and privileges as traditional securities, including the ability to receive dividends and exercise voting rights, according to Reuters, and industry advocates say tokenization could allow shares to be traded around the clock and settled instantly. What is not settled is the rest of the menu. Unchained reported that it had not seen the document Reuters reviewed and could not locate an updated notice on the venue's website, where the most recent public version was dated October 19, 2026. As of that October 19 notice, companies on the original roster with no disclosed objection included Nvidia, Tesla, Apple and Amazon, according to Unchained. Until OKXICE publishes a revised public notice, the three unnamed companies in the latest group, and the reasons behind all six new objections, remain undisclosed.

Argentine Court Dismisses Milei Criminal Case Over $LIBRA Collapse
An Argentine federal judge dismissed the criminal investigation into President Javier Milei, his sister Karina Milei and nine other people over the February 2025 collapse of the $LIBRA meme coin, after prosecutor Eduardo Taiano asked for the case to be dropped, according to Reuters reporting on court records on October 23, 2026. Judge Marcelo Martinez de Giorgi found insufficient evidence of fraud, ruling that the token's price collapse alone did not prove a scam and that Milei's promotion of the token was a personal act, not an abuse of state power. The ruling closes the Argentine criminal proceedings covered by the order, but it does not reverse investor losses, which Bitcoin.com put at nearly $110 million across more than 40,000 investors.
