US Shutdown Freezes SEC Review of 100-Plus Crypto ETF Filings as Solana, XRP and Cardano Launches Stall

By MABOnChain Desk · Published · Updated · 5 min read

Editorial digital-art illustration in the CoinTelegraph style: the US Capitol dome looming dark under storm clouds at dusk, a massive gold padlock bearing an SEC-style seal chained across a glowing gate, a queue of gleaming crypto coins frozen mid-motion toward the locked gate (a teal-purple Solana-style coin, a dark-blue XRP-style coin, a deep-blue Cardano-style coin), piled ETF filing folders in the foreground, deep navy and gold palette, dramatic rim lighting, cinematic 16:9 wide composition.

Washington's shutdown has put the altcoin ETF calendar on ice. The US federal government shutdown, which began October 1, has frozen the Securities and Exchange Commission's review of crypto exchange-traded fund filings, halting a wave of expected launches that issuers had been priming for October. CryptoSlate reported on October 18 that the freeze covers more than 100 crypto-related filings sitting with the agency.

The freeze is written into the SEC's own contingency playbook. Under its "Operations Plan Under a Lapse in Appropriations & Government Shutdown," published in August, the SEC says it "will not review and approve... new financial products," will not "accelerate the effectiveness of registration statements," and will not "provide non-emergency support to registrants," according to CryptoSlate. In practice, that stops the S-1 effectiveness work issuers need to complete before spot products can start trading, even though the policy plumbing around those products was overhauled just weeks earlier.

The Sept. 17 standard that could not save October

The timing is what makes the freeze sting. On September 17, the SEC adopted generic listing standards for crypto exchange-traded products, eliminating the need for token-by-token 19b-4 filings with exchanges, CryptoSlate reported. The change cut the approval timeline from about 240 days to about 75 days, according to DL News, and reports surfaced that the SEC had asked issuers to withdraw their existing altcoin ETF filings so they could be approved through the new standard process.

Bloomberg ETF analyst Eric Balchunas said the reported move raised the odds of altcoin ETF approval to 100%, and issuers expressed "high conviction" that Solana spot ETF approvals could land between October 6 and 10, CryptoSlate reported. None of it can move without agency staff. As CryptoSlate put it, launches still require staff action the agency will not take during the shutdown. James Seyffart, Bloomberg Intelligence's ETF analyst, said the new rules should greenlight more than 100 crypto ETFs in the next six to 12 months once the doors reopen, according to DL News.

Three XRP deadlines and a Cardano filing go quiet

The gridlock is already biting specific products. This week, the SEC's decision deadlines on three XRP ETFs and Grayscale's Cardano ETF passed without any announcement from the agency, Coinpedia reported. Andrew Jacobson, general counsel at Halliday and former global head of legal at 21Shares, told DL News the shutdown has left the SEC operating at reduced capacity and ETF approvals frozen for the time being. Jacobson expects the backlog to clear fast once funding is restored: "Fall is often the hottest season for ETFs, and once the government is back up and running, things will move very fast," he said.

$60 billion in waiting inflows

The stakes are the inflows sitting on the other side. James Butterfill, head of research at CoinShares, told DL News that crypto exchange-traded products took in more than $48 billion last year and have drawn about $40 billion so far this year, adding that with the SEC's new rules "we are on track to match or marginally beat last year." He added: "As the year draws to a close, looser monetary policy coupled with the hype around the XRP and Solana ETF launches in the US, we could see up to $60 billion of inflows for the full year."

Whether that money starts flowing in October or later now depends on Capitol Hill, not the SEC's rulebook. The current shutdown is the second-longest in US history, and bettors on Polymarket give it a 7% chance of ending by October 31, according to Coinpedia's reporting of the market; if it stretches on, it could eclipse the 35-day record set during President Donald Trump's first term. National Economic Council director Kevin Hassett said on Monday the shutdown could end this week, and the Senate was expected to hold another vote on government funding. Nate Geraci, president of NovaDius Wealth, captured the mood on October 1: "Looks like a prolonged government shutdown would definitely impact the launch of new spot crypto ETFs... ETF Cryptober might be on hold for a bit."
