SEC Makes Cboe BZX Multi-Crypto Options Rules Operative, Setting $700 Million Bar Per Asset
Published October 14, 2026, 16:25 UTC. Based on the SEC's notice of filing and immediate effectiveness for proposed rule change SR-CboeBZX-2026-082, issued October 13, 2026, and secondary reporting from TokenPost and The Crypto Times dated October 14, 2026.
The U.S. Securities and Exchange Commission has put a Cboe BZX Exchange rule change into effect that creates a standing framework for listing options on crypto products holding more than one digital asset. The SEC issued its notice of filing and immediate effectiveness on October 13, and waived the standard 30-day operative delay, letting the amendment take effect upon filing, according to TokenPost. The change, filed as SR-CboeBZX-2026-082 on September 29 as a noncontroversial rule change under Rule 19b-4(f)(6), sets eligibility standards for options on commodity-based trusts that hold multiple crypto assets. The bar is specific: each asset in a qualifying trust must have an average daily market value of at least $700 million over the previous 12 months, measured per asset rather than against the trust's combined holdings.
The $700 million market-value test applies per asset
The threshold is what separates this framework from a blanket approval. TokenPost reported that the $700 million requirement applies separately to each underlying asset, so a trust stuffed with small tokens cannot qualify on the strength of one large holding. Monthly reviews will determine whether each asset continues to satisfy the test, and a trust whose holdings slip below the line would face the consequences spelled out in the exchange's rules. The measurement window is the previous 12 months of average daily market value, giving the standard both recency and a meaningful sample size. For context, that per-asset bar is far above the size of most mid-cap crypto assets, which means the first qualifying products would almost certainly be anchored by the largest coins in the market.
Surveillance-sharing is the other gate
Meeting the market-value test is not enough on its own. Each underlying asset must also support a derivatives contract traded on a market covered by a comprehensive surveillance-sharing agreement with Cboe BZX Exchange, according to TokenPost. That requirement can be met directly, or through common membership in the Intermarket Surveillance Group, the information-sharing body that links securities and derivatives exchanges. The surveillance condition mirrors the standards the SEC has applied to single-asset crypto products for years, and it is the mechanism the Commission relies on to argue that underlying markets are not prone to manipulation. TokenPost added that losing the required surveillance arrangement would prompt Cboe BZX to consider halting new opening trades in the affected options.
Filed September 29, effective immediately
The procedural path matters because it explains the speed. Cboe BZX filed the proposal on September 29 as a noncontroversial change, the filing route for rule amendments the exchange considers unlikely to be disputed, and the SEC waived the usual 30-day waiting period, making the framework effective upon filing. Cboe BZX told the SEC it had neither solicited nor received comments on the proposal before filing, according to The Crypto Times. The amended rules also establish standards for options on exchange-traded funds that meet Rule 6c-11 requirements, including portfolio-transparency conditions, and remove several product-specific references to align the framework with substantially similar standards the Commission previously approved for Cboe Options.
What the framework does not do
Nothing about this change puts an option on a specific multi-crypto product on the market. TokenPost stressed that the framework creates a standing evaluation standard only: it does not authorize a specific product, guarantee that options will be listed, or set a trading date. Any actual options listing would still go through the exchange's normal evaluation process, and products holding assets below the $700 million line or lacking the required surveillance coverage would simply not qualify. That gap between framework and listing is where the industry's attention now turns, since several issuers have signaled interest in diversified crypto products but none has yet been shown to clear both gates.
Comments open for 21 days
The SEC is inviting public comments on whether the rule change is consistent with the Securities Exchange Act, The Crypto Times reported. Comments can be submitted through the SEC's online comment system or by email to rule-comments@sec.gov, with the file number SR-CboeBZX-2026-082 included on submissions. TokenPost reported that public comments are due 21 days after the notice is published in the Federal Register. Because the rule is already operative, comments will inform the Commission's later assessment rather than a before-or-after approval decision, though the SEC retains the power to suspend an immediately effective rule within 60 days of filing if it believes that is necessary.
Cboe BZX's crowded October filing calendar
The multi-crypto options framework caps a busy month for Cboe BZX's crypto listings desk. On October 2, the SEC approved the exchange's proposed rule change to list six triple-leveraged exchange-traded products from Volatility Shares, including the first 3x Bitcoin and 3x Ether ETFs ever approved in the United States, as MABOnChain reported. In August, Cboe BZX had filed for those 3x products and also for a spot XRP ETF, filings that each involved specific products rather than the general eligibility standards adopted this week. The new framework effectively converts that product-by-product review process into a standing rulebook for any trust or ETF that can clear the $700 million and surveillance tests.
